MISSION

The PACTA K9 Foundation and the CERBERUS K9 International Defence Platform connect uniformed services and the civilian sector through a unified training system that standardises skills, strengthens civil–military cooperation nationally and within NATO, and prepares citizens to act effectively under threat and in crisis situations.

VISION

To be Poland’s largest and one of NATO’s leading integrated security platforms — combining uniformed services, civil defence structures, and the private sector into one coherent ecosystem of operational readiness. We build societal resilience not through declarations alone, but through verifiable competence — training, assessing, and certifying citizens able to operate in crisis, conflict, and hybrid-threat conditions. We deliver to uniformed services candidates who are mentally and procedurally prepared to serve from day one.

Mariusz Lis

POLICE · EOD TECHNICIAN · EXPERIENCED K9 INSTRUCTOR

Mariusz Lis is a retired Polish Police officer and a recognised expert in working‑dog training and K9 team operations. He is a former president of the Polish Association of Service Dog Instructors and Handlers — actively shaping training standards and integrating Poland’s working‑dog community. He founded Mariusz Lis K9 Academy and serves as CEO of MLK9, delivering advanced K9 training for both uniformed and civilian teams. He owns the working‑dog kennel Trainer Dog Team FCI, focused on selecting and developing dogs with exceptional operational potential. He conceived and developed the AROMAX MLK9 scent carousel — an innovative training tool that supports olfactory work, especially in detecting explosives, narcotics and other prohibited substances. He is the founder and president of the PACTA K9 Foundation, which supports uniformed and civilian communities using dogs operationally, particularly in public safety and civil defence. He created the Canine Trial K9 sport‑utility competition, combining competition, teamwork and practical handler–dog skills. He is a co‑founder of the international training platform CERBERUS K9 — a space that integrates the K9 community and enables exchange between uniformed services and the civilian sector. He continuously develops his qualifications through international courses, grounding his practice in current standards and real operational experience. His training philosophy rests on three pillars: a practical approach, precision of execution, and adapting methods to real‑world service conditions.

Sebastian Bożek

TERRITORIAL DEFENCE FORCES · 7 PBOT · K9 INSTRUCTOR

Sebastian Bożek is a soldier of the Territorial Defence Forces (TSW) and a passionate practitioner of operational work, combining uniformed experience with commitment to developing Poland’s working‑dog community. He is a co‑originator and co‑founder of the PACTA K9 Foundation, where he serves as Vice President — helping steer the organisation’s development and supporting its mission to integrate the uniformed and civilian sectors. He is an instructor at MLK9 Academy, building his training competencies in working dogs while also developing as a decoy and trainer, guided by hands‑on experience and mentoring from top specialists. He is a co‑creator of the international CERBERUS K9 defence platform, responsible for planning key organisational aspects and the consistent evolution of the event across editions. He authors communication strategies, analyses and comprehensive substantive, marketing and media plans that give projects a professional edge. He co‑organises the Canine Trail K9 obstacle‑run series, combining competition, endurance and handler–dog teamwork in demanding terrain. He is a shooting enthusiast and active marksman, treating precision and discipline as values that carry into every professional and civic activity. He continuously expands his skills; his philosophy rests on strategic thinking, consistent execution and an ongoing drive to raise standards in every initiative.
